PAT-OSB: support-use integrity and currentness inspection
An append-only protected inspection binding one exact PAT-OSA identifier and record hash, its exact PAT-ORZ and PAT-ORY references, selected-chain fingerprint, inspection scope, trusted time, bounded maximum evidence age, computed age, integrity state, currentness state, reason commitment, release identity, and predecessor continuity. VALID proves internal coherence only. Integrity is not truth or certification. Currentness is not completeness or correctness. PAT-OSB never repairs, refreshes, reruns, publishes, deploys, adjudicates, commands, or executes.
