PAT-ORY: reviewed-qualification reliance policy
An immutable protected policy defining the exact purpose, service scope, review states, qualification states, suitability outcomes, release identity, chain fingerprint, evidence age, and fresh-link requirements under which one already persisted reviewed-qualification chain may support one named local decision-support purpose. Reviewed-qualification reliance is not certification. PAT-ORY does not execute a validator, process, command, external action, publication, deployment, legal determination, civic mutation, authority transfer, or force direction.
