PAT-OSA: completed local support-use receipt
An append-only protected receipt binding one exact positive PAT-ORZ reviewed-qualification reliance decision, one PAT-ORY policy, exact upstream reviewed-qualification evidence references, a closed local support-process class, a closed result class, release and input/output commitments, trusted start and completion times, output bounds, reproducibility state, and predecessor continuity. PAT-OSA stores no raw input, raw output, command, script, credential, endpoint, or private topology. A decision-use receipt is not a command receipt. Local support use is not execution or authority.
