PAT-ORS: operational evidence suitability decision
An append-only protected decision stating whether one exact evidence chain is qualified, requires a fresh completed process, must be rejected, or cannot be determined for one exact bounded local purpose at one trusted server time. The controlled positive outcome is QUALIFIED_FOR_LOCAL_EVIDENCE_USE. Suitability is not execution. A positive PAT-ORS decision is not publication, deployment, legal effect, civic status, authority, source contact, source enablement, observation, repair, certification, command, or action execution.
