PAT-ORQ: operational evidence qualification policy
An immutable protected policy defining the exact purpose, process, result, integrity, review, currentness, release, media, size, source, operator-role, and privacy conditions under which one already stored PAT-ORV-reviewed PAT-ORI/PAT-ORU chain may be considered. It stores commitments rather than raw operator reasons, process input, process output, source URLs, credentials, private identities, topology, or commands. Qualification is not certification, execution, publication, deployment, legal effect, civic status, or authority.
