PAT-ORI: operational source-authorization review reliance use integrity inspection

An append-only point-in-time inspection of sequence continuity, exact upstream bindings, hashes, selection bounds, and commitment consistency for PAT-ORU evidence. Its identifier matches PAT-ORI-[A-Z0-9-]{8,96}. It may report VALID, INVALID, or INCOMPLETE. PAT-ORI does not rerun a validator, repair evidence, inspect raw output, contact a source, certify a release, establish legal effect, transfer authority, or execute an action. Integrity is not certification.
